Who goes first in Brass: Birmingham?

During setup, shuffle all players’ Character tiles and place them in a random order on the Turn Order Track. Players take turns in that order in the first round.
Rule details
At the end of each round, the player who spent the least money that round goes first next round and the biggest spender goes last. Players who spent equal amounts keep their relative order.
In the first round of the Canal Era, each player takes only one action instead of two.
If there’s a tie
The rulebook doesn’t say. If you need a tie-break, pick a player at random.
