Who goes first in Civolution?

Determine a starting civilization and give it the starting monolith. The multiplayer setup does not state how to choose that civilization.

Rule details
The multiplayer setup covers 2–4 civilizations. In the action phase, each action round starts with the civilization holding the starting monolith and continues clockwise.
Advanced starting-chip selection runs counter-clockwise from the civilization to the starter’s right. That setup selection is separate from the clockwise action-round order.
In Phase 7, give the monolith to the civilization that scored the most success points in that era’s scoring category. If tied, including at zero, pass it to the tied civilization next in clockwise seating order after the outgoing starter. A sole winning starter keeps it.
Solo play sets up the human under steps 12–16 and adds the V.I.C.I rival separately. During solo action rounds, the human and V.I.C.I alternate, with the starting-monolith holder going first.
