The player holding the four-submarine card is the captain and leads the first trick.
If your rules call for a random choice, use the player picker.

The captain also starts task selection, which proceeds clockwise. Mission-specific task-allocation instructions still apply.
The captain leads the first trick even in missions without tasks. The winner of each trick leads the next.
If there’s a tie
The rulebook doesn’t say. If you need a tie-break, pick a player at random.
