Who goes first in Dominoes?

Cardinal 20 Domino Games instructions: Draw and Block games (English)

Decide the leader before the game starts. That player may lead any domino and leads at the start of each new hand.

Rule details

Block is the same game as Draw, except players pass instead of drawing when they cannot play.

In Muggins, from the same booklet, the highest double leads instead.

If there’s a tie

The rulebook doesn’t say.
