The most recent player to travel back in time, or to see someone do so, starts. The journey or sighting may be fictional. If nobody qualifies, choose a starting player at random.
Rule details
Beginning with the first player and continuing clockwise, each player chooses a starting Basic Technology card before the first turn.
Multiplayer turns also proceed clockwise from that player; the solo mode uses its own setup.

If there’s a tie
The rulebook doesn’t say. If you need a tie-break, pick a player at random.
