Who goes first in MLEM: Space Agency?

The player who most recently cleaned the litter box starts the first space expedition. Give that player the rocket board, rocket marker, and all the dice.
Rule details
The starting player is the initial commander of the expedition; the other players place astronauts clockwise in rocket-board order.
After each expedition, pass the rocket board to the player on the left. That player starts the next expedition.
If there’s a tie
The rulebook doesn’t say. If you need a tie-break, pick a player at random.
