The player most recently in contact with law enforcement chooses a character first. Character choice continues clockwise; the last player to choose a character receives the First Player Shield and starts.
Rule details
The law-enforcement criterion chooses the first character picker, not the game’s first turn.
The First Player Shield holder advances the Turn Track at the start of their turns, except on the first turn of the game.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
