Who goes first in Beyond the Horizon?

Rule details

During setup, Government cards are chosen in the opposite direction: begin with the last player, then continue counterclockwise. This does not change the clockwise play order.

On your first turn, place your Action pawn on a base Action space.

Each turn proceeds through Action, Expansion, Production and Objective phases, then passes to the next clockwise player.
