Choose a starting player; the rulebook suggests the person who set up the map. That player places the first information cube and takes the first turn, with play continuing clockwise.

Rule details
The map setter is a suggestion, not a required starting-player criterion.
During initial sharing, each player places a cube in turn order, starting with the chosen player and continuing clockwise until everyone has placed two cubes.
The starting player then takes the first normal turn.
