Who goes first in Fish 'n' Flip?

In the cooperative game, the player who last spotted a dolphin starts.
Rule details
Play then continues clockwise. The separate competitive version has everyone act simultaneously and does not use this starting-player instruction.
If there’s a tie
The rulebook doesn’t say. If you need a tie-break, pick a player at random.
