Who goes first in Penguin Party?

The player who has most recently seen a real penguin begins the first round.
Rule details
Turns proceed clockwise.
The game has as many rounds as players, and the rules say each player starts once. They do not specify the order in which later-round starters are chosen.
The two-player variant changes the cards dealt and pyramid size; all other rules remain the same.
If there’s a tie
The rulebook doesn’t say. If you need a tie-break, pick a player at random.
