Whoever has been closest to the Sun most recently is the first player.

Rule details

The optional Vestigial Structures setup places gates and stations in turn order, beginning from the chosen first player.

In a solo game there is no multiplayer starting order to select.

If there’s a tie

The rulebook doesn’t say. If you need a tie-break, pick a player at random.
