Players decide who will start. That player takes 2 stones; the next player to the left takes 3, the third 4, and the fourth 5, when those players are present.

The printed rules do not specify a method for deciding who starts.
This is the initial setup rule. Later rounds can change the starting player based on who sailed the fourth ship in the previous round.
