Who goes first in King of Tokyo?

Each player rolls the six black dice. Whoever rolls the most claw results takes the first turn.
Rule details
Turns proceed clockwise. The first player enters Tokyo City during their turn because it is initially empty.
Official tie-break or fallback
If players are tied for the most claws, only those players roll again until one has the most.
