Who goes first in Orléans?

The youngest player receives the Start Player Token and starts.
Rule details
In the Actions phase, players act one at a time beginning with the Start Player and going clockwise.
At the end of each round (Phase 7) the Start Player passes the Start Player Token to the player on their left.
If there’s a tie
The rulebook doesn’t say.
