The youngest player becomes the First Player and takes the First Player token.
Rule details
At the end of each round, the First Player token passes clockwise to the next player.
The First Player draws Event cards (from round 2), handles morale, and alone fights any combat an Event demands.
If there’s a tie
The rulebook doesn’t say.
